The California Association of Public Hospitals and Health Systems (CAPH) represents California’s 21 public health care systems, which include county-affiliated systems and the five University of California academic medical centers. Together, these systems form the core of the state’s health care safety net.
Despite representing just 6% of all hospitals in the state, CAPH members provide 43% of all hospital care to California’s remaining uninsured and 25% of all hospital care to Medi-Cal beneficiaries. These 21 health care systems serve 2.85 million patients annually, operate more than 200 outpatient clinic facilities, and provide more than 10.5 million outpatient visits each year. They operate more than half of California’s top-level burn and trauma centers, and train more than half of all new doctors in the state.
As a trade association, CAPH works to advance policy and advocacy efforts that strengthen the capacity of its members to ensure access to comprehensive, high-quality, culturally sensitive health care services for all Californians, regardless of insurance status, ability to pay, or other circumstance, and educate the next generation of health care professionals.
For 33 years, CAPH has served as the health policy and advocacy voice for our members at both the state and federal levels. We inform and educate policy makers, the media and other stakeholders about the high quality care being delivered and the transformations taking place at our member systems. We develop and advocate for innovative programs and policies – including state and federal legislation and California’s $7.1b Section 1115 Medicaid Waiver – that are providing millions of Californians with increased access to higher quality health care. We offer detailed financial analyses, guidance and counsel to officials and their staff to help them develop policies that enable our public health care systems to best serve their communities.

We also work closely with county associations, the hospital industry, community clinics, consumer advocates, and social service providers, coordinating our efforts to assure that the needs of our shared low-income constituencies are met.
