Thank you to all who attended the 2016 CAPH/SNI Annual Conference: Thriving Patients, Caring Systems, Healthy Communities.  We hope you came away from our three days in Pasadena energized and inspired by speakers like Dr. America Bracho, Executive Director of Latino Health Access; Dr. Rishi Manchanda, founder of the Upstreamist Institute; and Jon Favreau, former speechwriter for President Obama.

Many of you had the opportunity to attend meetings and learning sessions with your colleagues, both from within your organization and from all of California’s public health care systems, and attendees had the chance to network with others from across the landscape of public health care, including foundation leaders and sponsors, as well as members of the CAPH/SNI team.

All told, the conference had more than 250 attendees and twenty-eight hours of programming, including nine keynote speakers (a record for us!), three affinity group meetings, a half-day workshop, two board meetings, an awards luncheon, a documentary screening, and our annual Chair’s Reception and Holiday Gala Dinner.

About the Conference

For more than 30 years, the CAPH/SNI Annual Conference has been a place for public health care system leadership, state and local officials and their staffs, and representatives from advocacy organizations and foundations to gather, connect, learn, and be inspired.  The CAPH/SNI Annual Conference celebrates and informs the work being done by California’s public health care systems to fulfil their essential safety net mission and mandate – to provide the right care in the right place at the right time to everyone, regardless of insurance status, ability to pay, or other circumstance, while competing in the health care marketplace. The conference features guest speakers who are recognized figures from the worlds of health care practice, policy and politics, and is regularly attended by more than 200 leaders.

Quality Leaders Awards

The Quality Leaders Awards (QLAs) recognize outstanding initiatives across California’s public health care systems and honor the good work underway to redesign ambulatory care, achieve performance excellence, and become data-driven organizations.

Joseph Betancourt, MD, MPH
Dr. Joseph Betancourt, founder and director of the Disparities Solutions Center (DSC) and Senior Scientist at the Mongan Institute for Health Policy at Massachusetts General Hospital, spoke about cross-cultural communication for health care professionals.



America Bracho, MD
America Bracho, Executive Director of Latino Health Access, shared her thoughts and experiences on how to engage communities to achieve better health.


Jessica Cruz
Jessica Cruz, Executive Director of the California Chapter of the National Alliance on Mental Illness (NAMI), spoke about mental health care models that engage and empower.



Jon Favreau
Jon Favreau, former Director of Speechwriting for President Barack Obama from his 2008 campaign through early 2013, provided a post-election view from Washington D.C.


Dr. Bruce Goldberg
Dr. Bruce Goldberg, currently Senior Fellow with the Center for Health Systems Effectiveness at Oregon Health & Science University, shared from his experience as Director of the Oregon Health Authority, during which he led the state of Oregon’s shift to contracting with provider-led Coordinated Care Organizations.



Cara James
Cara James, Director of the Office of Minority Health at the Centers for Medicare and Medicaid Services (CMS), shared her perspective on where we are as a nation with regard to health equity.



Rishi Manchanda, MD, MPH

Sara Rosenbaum, JD
